I beg to ask the Secretary of State for India whether the boundary of the map of Afghanistan, which has been placed in the Library, is to be accepted as indicating that the external frontier of His Majesty's possessions in India is conterminous with that boundary; if so, from what date has the boundary of that external frontier been so laid down; and, seeing that the territory of the Zakka Khel lies within that frontier and is a portion of His Majesty's possessions in India within the meaning of Section 55 of the Act of 1858 for the better government of India, whether this fact implies that the Zakka Khel territory, as well as all the other frontier territory up to the Afghan boundary, is already within the possession or occupation of the Indian Government.

The boundary with Afghanistan shown on the map forms the external frontier of His Majesty's possessions in India. The boundary was laid down in the Agreement with the Amir of 12th November, 1893, well known as the Durand Agreement. The map shows how far the boundary has been defined by demarcation. All territories up to the boundary form part of His Majesty's British Possessions, but neither Zakka Khel territory, nor that of other tribes on the North-west frontier is under direct British administration.
