I beg to ask the Secretary of State for War if he will give a clearer definition of the words attesting officer and approving officer contained in the Territorial Force attestation form.

MR. HALDANE

The recruiting regulations specify the individuals who are entitled to attest and approve recruits. The Territorial Force Act lays down that any Lieutenant or Deputy-Lieutenant of a county in the United Kingdom or an officer in the Regular or Territorial Force may be an attesting officer for the Territorial Force as well as a Justice of the Peace. The approving officer may be as a rule an officer not below the rank of field officer of the unit, the adjutant, or officer commanding recruiting areas, Regular units of cavalry, artillery, engineers or infantry or the officer commanding at a military station.
