I beg to ask the President of the Board of Trade whether workmen regularly employed at a weekly wage by railway companies as dock goods workers or cargo men are excluded from the scope and operation of the Conciliation Board; if so, what are the grounds for such exclusion; and whether he will consider the desirability of arranging that conciliation should be made as wide in its application as possible to workmen directly employed by railway companies with a view to the prevention of industrial conflicts and the consequent dislocation of traffic.

The workmen alluded to have not been included by any of the companies in their schemes at the outset. Some of them belong to Dockers' Unions, and neither Dockers' Unions, nor Unions representing mechanics in shops have applied to be included, but under the provisions of the arrangement made on the 6th November any grades not included at the outset may apply to a Central Board when formed, and the Central Board may, if it thinks desirable, group them under one of the existing sections or arrange for the constitution of a new Board.
