I beg to ask the President of the Board of Education whether Mr. O. B. Milnes, whose appointment as Head Teacher to the Royston School was refused last year by the West Biding Local Education Authority on educational grounds, has now been appointed to the Bowers Allerton School at a higher salary by the same local authority; whether the educational grounds still exist; and what is the reason for this apparent change of opinion.

The Board have not received any intimation of Mr. Milnes's appointment to the school referred to, but I am inquiring of the Local Education Authority whether the appointment has in fact, been made.
