§ MR. FELLI beg to ask the Under-Secretary of State for the Colonies if the native question has been reserved in respect of any of the self-governing Colonies, with the exception of the Transvaal.
§ MR. CHURCHILLNatal and the Orange River Colony are the only self-governing Colonies besides the Transvaal where the governor is required to reserve legislation imposing special disabilities on persons not of European birth or descent.
