To ask the Secretary of State for India whether now that the Bill for amending the Indian Whipping Act has been introduced into the Indian Legislative Council he will state the objects and reasons of the proposed legislation.

(Answered by Mr. Secretary Morley.) I have not yet received from the Government of India the statement of objects, and reasons of the Bill to amend the Indian Whipping Act.
