I beg to ask the Secretary for Scotland, having regard to the fact that sixteen trawlers were detected on forty-four different occasions in the Moray Firth in December and January, will he state how many of these vessels were flying a foreign flag, and the nationality of such flag; and in how many instances proceedings have been instituted for illegal trawling.

So far as I am aware all the trawlers referred to were flying a foreign flag; twelve were flying the Norwegian and the others flags of other foreign countries. So far, in one case proceedings have been instituted.

Are not the Government prepared to grant the same rights and privileges to British fishermen in British waters as those which foreigners possess?
