I beg to ask Mr. Chancellor of the Exchequer whether in the inquiry about the re-arrangement of the duties of Government Departments, he will include the consideration of the advisability of combining the care of the interests of children under one Department or under a council representing the various Departments concerned.

Similar suggestions have been made from several quarters, and, in principle, I have much sympathy with them. The practical and administrative difficulties in connection with the adoption of the proposal would be very considerable; but I will take care that the matter is borne in mind in connection with the inquiry to which my hon. friend refers.
