On behalf of the noble Lord the Member for East Marylebone, I beg to ask the President of the Board of Education, to whom, under the Education Bill, will be paid the grants proposed to be made to the elementary schools other than public elementary schools.

MR. MCKENNA

The grants will be paid to those persons who have made themselves responsible for maintaining and conducting, and have, in fact, maintained and conducted, the school.

SIR WILLIAM ANSON

inquired whether the grants which had to be made to the contracting-out schools under the Bill had any reference to the White Paper which had been issued.

MR. MCKENNA

Yes, Sir. The calculation of the grants to the voluntary schools is based upon the exact proportion of the amount which is paid in respect of any child on the average all over the country. If the total average attendance is multiplied by 47s., it will exactly equal the total amount of the grants paid.

asked whether the grant to the voluntary schools would be based on this calculation and deducted.

MR. MCKENNA

No, Sir, it will not be deducted from the grant. The local authority will receive its full grant according to the number of children in average attendance in the public elementary schools. They will not receive any grant for children in voluntary schools. That grant will be paid direct to the managers or trustees of those schools.
