I beg to ask the Secretary of State for India whether he is aware that Sir Lancelot Hare is permitting the circulation of an official circular in Dacca and Mymensingh giving power to the village headmen to prosecute in cases where an attempt is made to induce the people only to purchase Swadeshi goods; and, if so, whether having regard to the need for developing Indian industries, as well as in the interests of tranquillity, steps will be taken to abrogate the power given to the headmen by a withdrawal of the official circular.

I have no knowledge of any circular of the nature described. I have seen a report that village headmen have been instructed to bring to the notice of local officers cases of interference with the sale or use of any class of goods, and, as I stated in reply to a Question on 13th February, I am making inquiries on the subject.
