To ask Mr. Chancellor of the Exchequer whether he has considered, or will consider, the advisability of graduation in tobacco dealers' licences.

(Answered by Mr. Asquith.) I have received many suggestions on the subject; but, as at present advised, I do not think that a licence duty of the character in question, which is imposed solely for registration purposes, readily lends itself to graduation.
