I beg to ask the Under-Secretary of State for the Colonies, whether the Transvaal Government is negotiating direct with the French Government, with a view to opening up Madagascar as a field for recruiting native labour for the mines of the Rand; and whether he has any information which would show that these negotiations are justified by an inadequacy of Native labour in the sub-Continent for the needs of the Witwatersrand mines.
