On behalf of the hon. Member for Stoke-on-Trent, I beg to ask the Under-Secretary of State for the Colonies what is the constitution of the special Court appointed to try the chief Dinizulu; and why it has been thought necessary to establish a special Court under a special law for this trial.

I cannot at present add anything to the reply returned to a similar Question on 24th June with regard to the constitution of the Court. Ministers have proposed the establishment of a special Court, because they think that by this means they will best secure a strictly impartial tribunal for this important trial. The Governor of Natal concurs in this view, as do also His Majesty's Government.
