To ask the President of the Local Government Board whether his attention has been drawn to the fact that on 9th April a certified midwife was convicted under the Notification of Births Act for failing to notify the birth of a child, whilst no proceeding was taken against the father; and whether, in view of the fact that under the Act parents are responsible in the first instance for the notification of births, he will consider as to the advisability of issuing a Circular to local authorities drawing their attention.
