I beg to ask the Prime Minister whether His Majesty's Government continue to have the intention as to preliminary legislation before ratification of an agreement to establish an International Prize Court of Appeal stated by the late Sir Henry Campbell-Bannerman.

The views of the Government have undergone no change, and the Answer returned by my predecessor in office to the hon. Member for the Norwood division of Lambeth, on 4th February last, still holds good.
