To ask the Secretary of State for War if he is aware that the additional allowance of £10 per annum sanctioned by the General Officer Commanding, Northern Command, to be given to sergeant instructors of Volunteers, in consideration of the extra price of meat, bread, groceries, fuel, and light outside barracks has been withdrawn on the formation of the Territorial Force; and if he can state why that allowance has been withdrawn.

(Answered by Mr. Secretary Haldane.) Any payment of the nature indicated would have been confined to particular Volunteer corps and paid out from the corps funds. As I explained yesterday, the Army Council will consider recommendations made by associations for increase of the authorised allowances in the case of sergeant instructors performing extra work.
