I beg to ask the Secretary of State for Foreign Affairs whether he is yet in a position to make any statement as to Mr. Nicholas Luxenburg's claim against the Russian Government for his illegal arrest and incarceration at Odessa in March last.

SIR EDWARD GREY

I am consulting the Home Office on this case, and shall, if need be, consult the Law Officers. Mr. Luxenburg has suffered owing to his arrest, but before putting forward a claim to compensation it is necessary to be able to base it either upon our own practice as to compensation or upon International Law. As soon as a decision has been come to, I shall be ready to communicate it to the hon. Member.

I beg to ask the Secretary of State for Foreign Affairs whether the Memorandum as to the reasons for Mr. Luxenburg's arrest by the Russian Government at Odessa in March last has yet been received; and whether a claim for compensation can now be put forward on Mr. Luxenburg's behalf.
