I beg to ask the Secretary of State for Foreign Affairs whether any Report has yet been received from the Vice-Consul with regard to the case of James Koffie, of Elmina.

His Majesty's Acting Consul at Boma has reported that James Koffie was condemned by the Territorial Tribunal, and not by court-martial, at Lusambo, on 13th July, 1905, to two and a half years penal servitude, and has been released. The Judge, clerk, and interpreter of the Court before which Koffie was tried declare that at no time did he request permission to communicate with the British Consul. The Vice-Governor-General of the Congo State has also informed His Majesty's Acting Consul that Koffie's case was examined by the Court of Appeal, which confirmed the judgment of the lower Tribunal.
