MR. FELL

I beg to ask the First Lord of the Admiralty if the Channel Fleet had difficulty in maintaining its position at its moorings in Dover Harbour at the time of the arrival of the President of the French Republic; and if the Fleet had to seek a more secure anchorage in the Downs afterwards.

MR. McKENNA

The vessels which proceeded inside the harbour had no difficulty in maintaining their position. Difficulty was experienced by the vessels moored outside the harbour, which afterwards moved to a better anchorage in the Downs.

Do I understand that the anchorage within the harbour is satisfactory?
