I beg to ask the Postmaster-General if he can give any assurance that it is not intended to extend the cash-on-delivery system to the United Kingdom without giving retail traders in the country full opportunity to state their objections.

The cash-on-delivery system just instituted is confined to certain Colonies and Dependencies. I hope it may result in materially extending mutual trade in small articles. I have no present intention of dealing with the question of introducing the system of cash-on-delivery into the United Kingdom—a proposal involving quite different considerations.
