§ MR. LYNCH (Yorkshire, W.R., Ripon)I beg to ask the Secretary of State for Foreign Affairs whether a large quantity of arms has recently entered Persia via the Caspian for the use of Colonel Liakhoff and the Royalist Party in the suppression of the reform movement in Persia; can he state whether a loan to the Shah by Russia is under negotiation; and, if so, whether, in the view of His Majesty's Government, such separate action on the part of one of the signatories of the Anglo-Russian Convention would be in consonance with the spirit of that Convention.
§ SIR EDWARD GREYAs regards the first part of the hon. Member's Question, I have no information to this effect. The reply to the second part is in the negative, and there is therefore no occasion to comment upon it.
