To ask the Under-Secretary of State for India whether the statistics of births and deaths in India have become more accurate and reliable year by year; and, if the answer be in the affirmative, whether the India Office accepts comparisons between the death rate of the present time and of past years as affording proof that the death rate has risen.

(Answered by Mr. Buchanan.) According to the last Census Report the degree of error in the Indian Returns of births and deaths has, in some provinces at least, been greatly reduced. Comparisons of the kind suggested by the hon. Member should be made with all reserve.
