§ THE SECRETARY OF STATE FOR FOREIGN AFFAIRS (Sir EDWARD GREY, Northumberland, Berwick)No new agreement has yet been concluded with Siam, and I cannot say what progress can be made till His Majesty's Minister, who is now on his way home, has returned and till various points which require investigation have been discussed with him, and His Majesty's Government have had an opportunity of considering them.

§ SIR EDWARD GREYHe is due home soon, but it is obvious the Government will not be able as a whole to consider this question for some time, and presumably we shall not be able to settle it till the autumn.
