I beg to ask the Secretary for Scotland if he will explain why distress committees in Scotland were asked by the Local Government Board to put forward final claims before 31st March this year, seeing that they were told on 1st February last year that they were expected to deal with all cases which came before them at any time in the year after the expiry of March.

The 31st March being the close of the financial year it was necessary that all claims should be made prior to that date. The grants distributed prior to 31st March, however, were available for work executed after that date.
