in moving the Second Reading, said that the Bill was absolutely un-controversial. It was to extend to the Naval Volunteer Reserves the conditions which applied under the Military Lands Act to the Volunteer Force. The Bill empowered Naval Volunteers to borrow money, to acquire land, and to erect works for the purpose of their service. It would also enable local authorities to borrow money for the same purposes.
