I beg to ask the President of the Local Government Board whether he is aware that the Kingston vaccination officer has sent a notice to Mr. Hubert Bo well, Carisbrooke, Heathfield, Hampton, pointing out that his child will be four months old on 18th July, and giving him notice in the terms of Form Q., in spite of the fact that Mr. Bowell made a declaration of conscientious objection to vaccination which was witnessed by a local magistrate, and posted to the vaccination officer, three weeks previously; and whether he proposes to take any action in the matter.

I am informed that a notice in the terms of Form Q was sent to Mr. Bowell on 23rd June, five days after the receipt of a declaration of conscientious objection which he had made. This was done by inadvertence during the absence of the vaccination officer on his holidays, and he desires to express his regret for any inconvenience to which Mr. Bowell may have been put in the matter.
