§ MR. SLOANTo ask the Post-master-General if it is his intention to appoint a conciliation board composed of trade union representatives, staff and secretarial in equal numbers, to meet periodically for the decision of such questions as may arise; and, if not, will he consider the advisability of appointing such a board.
