I beg to ask the Secretary of State for Foreign Affairs if he has any official information as to whether it is possible in certain cases for the Government of France to effect changes in their Customs tariff by executive act, or should Parliamentary sanction be required or desired for such changes, as to whether it would be in accordance with precedent that a Bill effecting the changes in question might be passed through both the Chamber and the Senate in a single day.
