I beg to ask Mr. Chancellor of the Exchequer whether he will consider the possibility of issuing a special 10-guinea form of Excise licence, a applicable to the cases of wholesale wine-dealers and shippers only, for which it would not be necessary to apply for a justices' licence in addition; and whether the Commissioners of Inland Revenue could issue such a new form of licence without any fresh legislation.
