I beg to ask the First Commissioner of Works whether his attention has been called to the fact that the south side of Hyde Park contains five gates for carriage traffic, while the north side contains only two; and whether he could arrange that the gate on the north side at the south end of Albion Street, Paddington, should be made available for carriage traffic.

I regret that there are no funds available for such a purpose. I shall be prepared to consider the question when the Estimates for next year are under consideration; but I cannot give any pledge in the matter, as the initial and annual expense would be considerable.

Will the right hon. Gentleman consider the desirability of a charge of this kind being borne by the people who avail themselves of the improvement and not by the general public?
