I beg to ask the Secretary of State for Foreign Affairs whether the contemplated revision of the Russian duties on Indian and Ceylon teas implies the removal of the imposts placed upon these teas in 1903, or the admission of all teas, whether they come from India, Ceylon, China, Java, or Japan, on the some footing, whether imported by way of Europe or Eastern Asia.
