To ask the President of the Local Government Board whether in view of the prospective reform of our present Poor Law system the sanction by the Local Government Board to the borrowing of money by boards of guardians for the purpose of extending union buildings will be withheld, except in cases where the works are of a specially urgent character.

(Answered by Mr. John Burns.) The Board would not lose sight of the point referred to in dealing with proposals for building made to them, but I do not think that any general rule can be laid down on the subject. Each case must be considered on its own merits.
