DUNCANI beg to ask the Secretary to the Admiralty how many of the Royal Naval Reserve engine-room artificers now enrolled in the Fleet hold Board of Trade certificates as engineers; what position will these men occupy when called upon to serve with the new rating of mechanician; and is it proposed to refuse the services of volunteers who possess this qualification.
