DUNCAN (Barrow-in-Furness)I beg to ask the Secretary to the Admiralty whether the conditions necessary for advancement among the stoker ratings of the Fleet are being voluntarily accepted by the men, or is pressure, owing to the dearth of candidates, being brought to bear upon many who are unwilling.
