§ MR. HALDANEThe difference between the figures of 1st October, 1905, and 1st January, 1908, amounts to seventy-one officers and 12,800 men. The right hon. Gentleman will doubtless recollect that there is always a considerable diminution of the Volunteer Force in the month of October.
