§ THE SECRETARY OF STATE FOR the HOME DEPARTMENT (Mr. GLADSTONE, Leeds, W.)During 1907, 28,286 factories and 55,952 workshops were un-visited by factory inspectors, and about 6,500 and 21,000 respectively were un-visited by the district staff either in 1906 or 1907.
