HAROLD COXI beg to ask the Postmaster-General, whether, before submitting to the House any proposal for a renewal of the Hong Kong mail contract, he will issue a memorandum explaining in what way it is proposed to carry out the declaration made by the Prime Minister in the debate that took place upon this question last session.
§ MR. SYDNEY BUXTONIf proposals for the renewal of the Liverpool-Hong-Kong Mail Contract are submitted to the House, full explanations of the proposals will be given, either by Memorandum or in some other manner.
