§ THE SECRETARY OF STATE FOR WAR (Mr. HALDANE,) HaddingtonshireThe regulations are not for the present ready for issue, but in order that all concerned may be informed as to the system of training and the conditions of efficiency of the Territorial Force, a pamphlet is being prepared indicating the lines on which the regulations will be drawn up. This pamphlet will very shortly be issued. The conditions of efficiency under the new system do not differ to any great extent from those which applied to the Volunteers, and are not more onerous but are more elastic in their nature.
