MILDMAY (Devonshire, Totnes)I beg to ask the Postmaster-General whether, in the case of Mr. Rouse, of Harberton, South Devon, whose horse, borrowed in an emergency by the mail contractor after an accident to draw the mails to their destination, was destroyed, he will consider the possibility of awarding compensation more commensurate with the value of the horse than the sum offered.
