I beg to ask the Chief Secretary to the Lord-Lieutenant of Ireland whether the new rule made by the Irish Local Government Board with reference to the appointment of auditors will have the effect of debarring Poor Law officers from ever being promoted to these positions; and whether, if that be so, such a rule is against the principles of promotion in all public services.

Poor Law officers are not debarred from being appointed auditors if they possess the prescribed qualifications. These qualifications are held to be necessary to enable the auditors to perform their duties efficiently.
