I believe I am not exaggerating when I say that he has not had twenty-five minutes to-day to himself. The Parliamentary Secretary to the Board was present, and he answered the Questions, but he refused to answer some Supplementary Questions. Under the circumstances this treatment of the Under-Secretary is somewhat ungenerous.
