I beg to ask the Secretary to the Treasury whether the issue of the Order in Council, dated 21st December, 1907, providing a new scale of salary for second division clerks, Is to be construed to be an acquiescence on the part of the Treasury in the view that the old scale of pay was inadequate for the maintenance of a second division status in the earlier years of service.

Was this order made for the purpose of increasing the salaries? If not, what was the object?
