I beg to ask the Secretary of State for Foreign Affairs when it is expected that Sir Eldon Gorst's Report on the Administration and Condition of Egypt and the Sudan in 1907 will be issued as a Parliamentary Paper; and whether in it, or through some other official channel, information will be given as to the result of the proposals for modifying the capitulations and establishing an International Legislative Council, which were set forth in Lord Cromer's Report for 1906; also as to other measures promised with a view to removing present anomalies and difficulties in the government of Egypt.

It is hoped to lay Sir Eldon Gorst's Report for 1907 before Parliament on Monday next, May 4th. Information as to the present situation with regard to Lord Cromer's proposals for modifying the capitulations and establishing an International Legislative Council will be found on pages 1 and 2 of that Paper.
