§ MR. HALDANEThe expression "pocket book" was not used by me in connection with the Territorial Force in the speech to which the Question refers. What is proposed is (1) to publish the regulations for the Territorial Force as soon as they are complete; (2) to publish a small hand-book dealing with the Territorial Force from a legal and constitutional point of view, and giving full information as to the responsibilities and liabilities of members of the Force, and (3) to issue in pamphlet form the substance of the regulations in popular language.
