I beg to ask the Secretary to the Admiralty whether the increase of penetrative power, due to the invention of soft-metal caps for armour-piercing projectiles, renders it practicable to effect a corresponding reduction in the calibre and weight of all guns, mountings, and ammunition designed for the attack of the heaviest armour.
