I beg to ask the Secretary of State for India whether Lord Kitchener, the Commander-in-Chief in India, recommended last year that the previous commissioned service, out of India, of officers of the Indian Army up to a period of five years be allowed to reckon as service towards Indian pension; whether this recommendation was supported by the Government of India; and whether it has been accepted by the Secretary of State.

Proposals to the effect stated in the Question were made by the Government of India last year, subject to a proviso that the charges entailed should be borne by the Home Government. A decision has not yet been arrived at on these proposals.
