I beg to ask the Secretary of State for India whether he is prepared to suggest to the Indian Government that instruction in its schools, following the practice which has proved so successful in Japan, should be given, as far as possible, in the vernacular languages of different parts of the Indian Empire.

It has always been the policy of the Indian Department of Education to adopt the vernacular languages as the medium of instruction in the primary schools, and to a large extent in the secondary schools. The Government of India are well acquainted with the methods in use in Japan, and I hardly think it is necessary for me to call their attention to the subject.
