To ask the Secretary of State for Foreign Affairs, whether, according to the present political arrangements in Egypt, it is within the competence of the Khedive to grant a constitution or representative legislature to the people of Egypt.

(Answered by Secretary Sir Edward Grey.) Under present conditions, it would be necessary that if any step of the nature referred to were taken, it should be only in consultation with His Majesty's Government.
