I beg to ask the Under-Secretary of State for the Colonies whether, when the new prison buildings at Nairobi are completed, European prisoners will be exclusively confined there and their detention at Mombasa abandoned.

The new prison at Nairobi will, no doubt, be the normal place of confinement for European prisoners, but the Secretary of State cannot undertake that such persons will never be detained at Mombasa.

Is the right hon. Gentleman aware that Mombasa is not at all a healthy place for Europeans who are not in prison?

MR. CHURCHILL

That ought to be an additional incentive to persons resident in the country to respect the law.
