COLONEL LONG (Worcestershire, Evesham)

To ask the Secretary of State for War whether under the new Territorial Forces scheme the county associations will require to raise any funds by voluntary subscription or from the rates, or whether the funds provided by the Government will cover all costs of keeping the new national Territorial Army thoroughly efficient; and whether seeing that the grants from Government are to be paid partly on results, it will be necessary for the county associations to raise working capital to commence with.

(Answered by Mr. Secretary Haldane.) The Government grants are intended to provide all that is necessary for efficiency. As regards the last part of the Question, it is probable that advances will be made on impress, the necessary adjustment being made on the efficiency return being certified and checked.
